blooming text

So blooming text is not like !@##% text. The white text is so bright that the edges are almost touching the edges of the other letters making it very difficult to read.
Have seen it go to normal but it jumps back.
Soldered this board together myself but have made others with no problem.
It is probably no surprise that I am not an electrical engineer. That being said I have found out that the power supply of the camera is very important to the overlaid video. Sparkfun had a tutorial about using voltage regulators and capacitors to clean up the voltage signal. CCTV cameras will put up with a lot of different voltages.
All this being said, the camera has a clean 12volts supplied to it and the letters are blooming.
Any ideas? What pin would control something like this?

Went back and looked carefully. One looked a little short of solder. It was either 7 or 8.
That was it. All looks good now.
